For many companies, reducing the number of occupational accidents and taking into account factors affecting occupational health and safety issues is a critical challenge.
In addition to a prescriptive approach, continuous improvement in health and safety performance requires very good knowledge on technical and regulatory levels of the hazards and risks facing a company.
The following standards and reference systems can serve as a basis for formalizing its organisation :
- BS OHSAS 18001: Occupational Health and Safety Management System,
- ILO-OSH-2001 – Guidelines on Occupational Health and Safety Management Systems,
- Guide for the phased introduction of an Occupational Health and Safety Management System – 1.2.3 Safety – ACFCI
The choice of reference system depends on the context and the expectations of the company.
An Occupational Health and Safety Management System is set up based on the following steps.
In addition to the diagram for setting up an SMS, the following comments provide further explanation about the approach of the CNPP :
ORGANISATIONAL AND MANAGERIAL SAFETY DIAGNOSTIC
The objective in this phase is to analyse and assess the practices and current organisation in relation to the requirements of the chosen reference system. The CNPP carries out an analysis of the company's documentation and practices, conducts interviews with its key functions, and produces field reports.
OCCUPATIONAL RISK ASSESSMENT
Since 1999, the CNPP has developed the DIDERO® method for carrying out an occupational risk assessment in order to identify and assess the hazards and risks of the organisation in question.
REGULATORY COMPLIANCE AUDIT AND INTELLIGENCE
The "regulatory compliance audit" and "regulatory intelligence" product files describe the methods used by the CNPP.
SMS DEPLOYMENT SUPPORT – ON-SITE SUPPORT
As part of its support service, the CNPP undertakes to perform the following :
- Provide methodological assistance in introducing the reference system,
- Ensure compliance with the work schedule, both in terms of the work done and lead-times,
- assist the SMS Project Manager in drafting the requisite documentation,
- validate the consistency of the documentary system with the specific procedures.
ADDED VALUE
The CNPP has developed tools and methods in order to facilitate the support it provides to the company, including skills transfer :
- the DIDERO method for assessing occupational risks,
- structured tools for the regulatory compliance assessment,
- Sécuribase, an on-line regulation database for regulatory intelligence purposes..
CNPP consultants provide environmental, technical and regulation management training as well as specific training courses on environmental management.
