Risk Organisation and Management

In addition to a prescriptive approach, continuous improvement in environmental issues, security and malicious acts as well as occupational health and safety requires very good knowledge on technical and regulatory levels of the hazards and risks facing a company.
In order to manage their risks as part of a risk management and continuous improvement initiative, many organisations (companies, public bodies, etc.) have structured their management in accordance with recognised models (reference standards and systems).
We carry out diagnostics (or pre-audits or test audits) is to carry out a factual assessment of the readiness of a business unit in relation to the target certification criteria, by detecting any deviations without recommending solutions to them.
By carrying out audits, it is possible to measure management efficiency.
The audits are carried out in accordance with the requirements of the ISO 19011 standard, Guidelines for Quality and Environmental Management Systems Auditing.

The deployement of the EMS : we assist you on your site

We provide methodological assistance in the implementation of the reference document and ensure compliance with of the program (in terms of the work done and lead-times).
We assist the EMS project manager in drafting the necessary documentation and validate the consistency of the documentation system and the specific procedures.
The CNPP can also take charge of preparing or adapting the relevant internal documents.

For many companies, reducing the number of occupational accidents and taking into account factors affecting occupational health and safety issues is a critical challenge.

All management systems, regardless of the reference document involved, are designed to control the risks involved in a specific purpose.
The quality management system, deployed with reference to ISO 9001, is no exception to this rule, and focuses on two issues in terms of risk assessment :
  • The risks of affecting the product or service provided for the customer,
  • The risks involved in implementing the process..

Process risk assessment :

Backed by its experience, CNPP has developed a new risk assessment method dedicated to processes (the PHIM method - Process Hazard Identification and Measurement).
This method can be used with or independently of the DIDERO risk assessment platform.
This multi-criteria method provides a framework for :
  • Identifying and assessing the risks associated with process functions,
  • Defining counter-measures for risk management,
  • Planning and monitoring of risk management actions.

The audit based on risk management :

As with in other areas in which it intervenes, CNPP bases its audit process on risk management :
  • Critical analysis of the methodology and of the identified risks,
  • Construction and performance of the audit with reference to the risk analysis and counter-measures considered to be managed by the company..
Basing audits on the risk management approach greatly enhances and improves their operation.
CNPP has and applies all the skills required to carry out "ISO 9001 audits based on the risk management approach”. CNPP auditors are confirmed ISO 9001 auditors and practitioners in carrying out risk assessments (quality, safety, security, environmental issues and major hazards).

Risk assessment consists in identifying and ranking the risks that may be encountered in the company, in order to develop prevention measures that are relevant, consistent, and suitable. It is the initial step in any risk prevention approach.
Occupational risk assessment is the responsibility of the employer, who is required to ensure the safety and protection of the health of employees. To do so, the employer must identify and rank the risks to which employees in the company are subject before implementing appropriate prevention actions.
Ensuring safety also means training managers in risk assessment.
Risk treatment is the central phase of risk management.
It is through the measures taken out at this stage that the local authority or organization can tangibly reduce the risks to which it is exposed.  These measures should affect the hazards and the vulnerability of the environment to them, or both whenever possible.
The process involves three main steps :
  • Identifying potential measures
  • Assessing and selecting the measures
  • Planning and implementation

In addition to the regulatory requirement, the single assessment document is an excellent opportunity for establishing a genuine risk prevention policy that can significantly lower industrial accidents and occupational illnesses in the long term.
Carrying out a risk explosion assessment is a requirement indroduced by ATEX Directive 99/92/CE and transposed to the domestic legislation in EU Member states, in particular via article R4227-46 of the Fair labour standards act.
The assessment and treatment of potentially explosive atmospheres is based on :
  • The probability of occurrence of an explosive atmosphere,
  • The probability of ignition of the explosive atmosphere,
  • The extent of the foreseeable consequences..


  • Risk explosion assessment is a requirement introduced by ATEX Directive 99/92/EC and transposed to domestic legislation in EU Member states, in particular via article R4227-46 of the Fair labour standards act.
  • In addition, the employer is held to subdivide into zones the areas in which explosive atmospheres can occur (article R4227-50 of the Fair labour standards act): These areas are defined in section 1 of the Decree of 8 July 2003 on the protection of workers exposed to explosion hazards:
    • Flammable gases and vapours: zones 0, 1 and 2
    • Combustible dust: zones 20, 21 and 22
  • As such, employers are obliged to formalise the assessment and classification of potentially explosive atmosphere areas (ATEX) in the document relating to protection against explosions (DRPE) (article R4227-52 of the Fair labour standards act)..

Our methodological approach

In order to assist you in setting up an explosion risk assessment initiative, the CNPP has developed the EVAREX®© method (a French acronym for explosion risk assessment), the principles and tools of which can be applied in order to obtain a structured, objective assessment of the explosion risks present within a plant. The method is implemented after the classification of the hazardous areas has been defined (commonly referred to as "ATEX zoning").
The method serves to :
  • Assess the explosion risks: the assessment is conducted for each risk of explosion, based on 5 parameters assessed using rating scales developed with reference to the regulation, recommendations, and feedback
  • Prioritise the explosion risks,
  • Develop corrective action and/or monitoring programmes to improve existing situations (probability, severity, penalizing factors, prevention, protection, etc.)
The EVAREX®© method is an application of the DIDERO®© occupational hazard assessment method (in response to article R.4121-1 of the Fair labour standards act) developed by the CNPP.
